THE SOLID WASTE MANAGEMENT PLAN OF PASSI CITY


The Passi City Solid Waste Management Plan has been approved by City Mayor Elyzer Chavez on January 20, 2005. The basis for the plan is the enactment of City Ordinance 2004-012 which outlines the policies, rules and guidelines for the implementation of a comprehensive solid waste management system for the city. The planning period covers 10 years from 2004-2014. The plan includes a formulation of the City’s vision and goals in managing its wastes, policies, strategies, and the planned programs that the City shall implement within the duration of 10 years.

Vision and Goal

Passi City envisions “clean surroundings with an environmentally concerned population actively promoting an effective solid waste management system. To attain this vision, the goal of the plan is thus stated as “the establishment and operationalization of the essential components of an ecological solid waste management system in the City.”

Statement of Policies

The policy statements on solid waste management of Passi City are formulated below:

  • All solid waste management personnel shall be properly trained to perform the needed tasks in operating and maintaining the City of Passi Ecological Solid Waste Management System
  • The “polluter pays principle” shall be practiced and appropriate payment schemes by different generators of wastes shall be developed by the City government.
  • Violations of prohibitions in the various functional elements shall be penalized accordingly.
  • Local government officials of concerned government agencies who fail to comply with and enforce the policies on SWM shall be charged administratively.
  • Public hearings shall be conducted by the City government in cooperation with various sectors with regards to the provisions and implementation of the Plan.
  • Any citizen may file an appropriate civil or criminal or administrative action in the proper court against any person, organization, or public official violating solid waste management laws and regulations.

Objectives

  1. To improve efficiency of the current collection and disposal system in the city;
  2. To explore the possibility of tapping the waste by-products for energy and fertilizer;
  3. To provide additional manpower, tools and equipment for a more efficient collection and disposal system; and,
  4. To relocate garbage disposal operations to the proposed landfill site.

Formulation of Strategies

The following strategies are to be incorporated in the programs and projects on solid waste management which the city shall implement:

  • Segregation of waste at source;
  • Encouraging waste minimization by composting, re-use and recycling of wastes;
  • Educating and informing the public of their duties and responsibilities as generators of wastes and as citizens of the City;
  • Encourage the business sector to integrate waste management practices by using biodegradable bags and wrappers of items sold and by selling plastic instead of giving them away to customers;
  • Establishment of an Material Recovery Facility to divert waste from the waste stream.
  • Organize local junk shops;.
  • Stopping open waste dumping and establishment of a sanitary landfill for the disposal of wastes;
  • Training of government workers involved in the solid waste management program; and,
  • Rationalization of the city’s waste collection system.
