Passi City, the first established component city of the island of Panay is the largest of all component cities of the Province of Iloilo in terms of land area, population, and income. It is situated at the central portion of the Panay Island. This strategic location is a significant factor of its rapid rate of urbanization. There are 13 urbanizing barangays and 38 rural barangays with an average density of 333 persons per square kilometer.
The City is made up of rolling hills and narrow valley plains which form creeks and tributaries to 5 rivers: Jalaur, Hin-ayan, Asisig, Lamunan, and Maliao rivers. The water from these sources are used for irrigating the rice and sugar lands, the main crops in Passi City. Natural springs and ground water are bountiful in many areas, notably in barangays Imbang Grande, Bayan, Sarapan, Sablogon, and Jaguimitan, providing potable water to 16,741 households.
The flat lands of Passi City, from the Poblacion area stretches along the Jalaur and Lamunan rivers covering the rapidly urbanizing barangay Man-it. The terrain rises upwards to the areas covered by barangays Bacuranan, Sablogon, Bayan, Tuburan, Jaguimitan, Salgang, and Dalicanan. Majority of the areas rises to a slope of 8 to 18% causing flooding in the low-lying areas during heavy rains. The topography of Passi City and the vulnerability of the residential areas to water overflows bring to a focus the problems of waste brought about by an increasing population.
