The Linis Bayan Task Force of the CENRO under the Office of the Mayor performs the task of collecting the wastes from the covered areas. Currently, the CENRO has a total of 45 personnel Of the 45 people, 13 are assigned for the collection of waste.
The City has 2 dump trucks and a compactor truck which as of ;March 2007, has been in-operational for some time now. The storage capacity of the dump trucks is 4 cu m each; whereas the compactor transports 5 cu m of wastes. Each dump truck is operated by a collection crew of 5 personnel, including the driver. One dump truck is assigned solely to collect biodegradable market waste, while the other dump truck collects mixed waste from residential, commercial, institutional and other sources. Biodegradable waste from the public market is directly brought to the composting facility; recyclables are partly taken out by the collection crew and brought to the Material Recovery Facility for further sorting and storage, while the residual waste is brought to the dumpsite at Barangay Agdayao for disposal.
At present the garbage collection system in Passi City covers only five (5) urban barangays, Poblacion Ilaya; Poblacion Ilawod; Man-it; Arac; and Sablogon. The collection rate in Poblacion Ilawod and Ilaya and Man-it is close to 100% while the collection rate in Arac and Sablogon is estimated to be only between at 15 to 20%. The daily collection rate of 6.7 tons of waste per day translates into a collection efficiency of about 75% for the serviced area, or 40% for the whole urban part of the city covering 13 barangays. Measured against the overall population, the collection rate is only about 20%. The Linis Bayan Task Force is the office tasked with the collection of garbage in the areas linked to the system.
Waste collection is done twice daily i.e., two trips per day for the market waste and two trips daily for the mixed waste from the residential area and commercial districts including institutions, service centers and others waste sources outside the market. The estimated daily collection is currently about 6.3 tons/day. As revealed in a Key Informants (KI) Interview cond ucted in March 2007, representatives from the market administration office of the City of Passi perceive the collection frequency to be inadequate to serve the needs of the entire public market. The desired number of trips stated by the office is 4 trips during market days and 2 trips on the day after the market days.
R.A. 9003 stipulates that waste segregation at source and other point sources has to be accomplished with the following minimum requirements:
In Passi City, segregated collection and utilization of bio waste has been initiated in the public market. Segregated waste collection have also been started in 3 barangays.
A curbside collection system whereby wastes are laid out along the roads and sidewalks for collection is being practiced in Passi City.. The wastes are placed inside shopping bags, plastic and jute sacks, cement bags, wooden, plastic, rubber and tin can containers of varied shape and sizes. In 2005 the city government has placed 200 waste bins with an approximate storage capacity of 100 liters each in different areas in the city. Some of these containers are set-up in 3 containers in a row, in strategic places within the Poblacion such as the city plaza, public market, in front of public buildings and in public open spaces in the commercial district and residential areas.
Sections 1 & 2, Article IX of City Ordinance No. 2004-012 entitled “Users Fees for Solid Waste Management Services” provide for the collection of garbage fees from the residential/household units located within the solid waste collection service area. The same ordinance also stipulates that service users pay an annual garbage fee of P200.00, payable monthly, while commercial and industrial establishments shall be charged an annual fee of P500.00 to supplement other sources of revenues for the operations and maintenance of a solid waste management system for the city.
The existing tariff or schedule of fees under Ordinance No. 2004-012 mainly considers the households. Commercial and industrial establishment are treated as individual entities required to pay only modest fees. The existing set-up does not consider institutional centers and other waste generators. The Local Government Unit of Passi City needs to review the schedule of fees. considering the following factors: a) types of generated waste b) amount and volume of waste generated from source; c) distance of the waste source to the landfill; d) capacity and types of the constituency (service users); e) cost of development and construction of the sanitary landfill; f) cost of management and operation; and g) type of technology used.
