Passi City is the first component city of the island of Panay; its charter has been signed in 1998 by president Fidel V. Ramos. It lies close to the heart of the island and its central location makes it the fastest growing area in the Province of Iloilo in terms of population and economic activities. The urbanization rate of Passi City demands that political leaders need to pay attention as well to environment issues.
Solid waste management has become a rallying point among the local government units, non-government and civic groups in Passi City in 2001 upon the implementation of RA 9003. In 2004 a ten-year Solid Waste Management Plan has been adopted and steps to establish a solid waste management system has been undertaken. Two most significant components of the system are waste reduction through an MRF where composting and recycling methods are tried out and disseminated; and, the planned waste disposal system which focuses on the LGU mechanisms and strategies to establish a sanitary landfill.
