Implementation of the Sanitary Landfill Component


The implementation of the sanitary landfill component will commence once all the necessary permits such as the Environmental Compliance Certificate (ECC), detailed engineering design, and tender and bid documents are prepared and approved by the City Council. Standard procedures according to governmental rules and regulations for the procurement of the services for the project implementation will be observed. Shown in the figure below is an activity flow chart and related activities. Status of the program is also indicated.


Project Implementation Flow

The pre-implementation phase which includes site selection, public consultation and public hearing, preliminary design of landfill system, inspection survey by the Mines and Geoscience Bureau (MGB) are already completed. The feasibility study is currently undertaken and is the output and milestone of this study.

The succeeding activity will be the Detailed Engineering Design (DED) and the financial documentation, which the City of Passi shall prepare. Together with the detailed engineering design is the preparation of the bill of quantities and costs, the tender documents for bidding, and the design plans and specifications.

Once the detailed design and plans are ready, construction of the landfill shall proceed subject to the availability of funds. It is likely that the City of Passi would require the loan package from DBP-KfW to finance the construction. The other stages of the program shall follow as indicated above: operation of the sanitary landfill and after about 15 years of operation, its final closure.

Schedule of Implementation

The schedule of activities in all the phases of program implementation is shown in the table Schedule of Implementation below. As indicated, the pre-implementation phase is yet to be completed; particularly, the preparation of a detailed engineering design, the loan documentation, and the subsequent awarding of the contract to prospective bidders. In order to realize the project by 2007, all the necessary requirements need to be completed before the end of the current year.

The site development and construction of sanitary landfill system and its component structures will require a minimum duration of 8 months. It is necessary for the City to provide the necessary manpower for supervision to ensure that construction works shall be accomplished within the specified period of time.

Pre-implementation Requirements

Discussed in the succeeding sections are details of the pre-implementation requirements. This is intended to provide the City of Passi a description on the various requirements (technical, financial, manpower, legal, etc) for securing the documents. Timeframes are given as a guide to determine the length of time required to put the documents in order.

Detailed Engineering Design

After the completion of the feasibility study, the detailed engineering design should be prepared. The detailed engineering design should consider the initial layout plans and design considerations as mentioned in this report. The output of the detailed engineering design should include the following:

  • • Layout plans and cross sections;
  • • Design specifications (e.g. material specifications);
  • • Detailed material and labor requirements (Bill of quantities);
  • • Detailed cost estimates; and,
  • • Design Specifications.

Since technical expertise is not available within the LGU, a reputable design team may be given the assignment to prepare the necessary design plans and specifications. This activity may be completed within a period 3 months.

Preparation of Bid and Tender Documents

Using the design plans and specifications, tender and bid documents will be prepared by the City for the prospective bidders who will supply and install the necessary infrastructure. This will provide the bidders the necessary information to come up with a reasonable bid price. The preparation of bid documents may be done in 2 weeks. However, the process of bidding and awarding may take 5 to 8 weeks including the government procedures of three weeks publication, documentations and meetings.

Secure Environmental Compliance Certificate

The Environmental Compliance Certificate (ECC) is an essential document which should be obtained prior to construction. The main document required for the ECC is the Environmental Impact Statement (EIS). This document may be prepared as soon as the project description of the proposed sanitary landfill is ready. The EIS should contain the necessary information on the proposed project, baseline information, probable negative impact and mitigation, and proposed environmental management and monitoring plans. The review of the EIS and the processing of the ECC may take at least 30 working days. In the case of Passi City, the EIS has been submitted to EMB of Region VI for review. In January 2007, the City of Passi has been granted the ECC for the sanitary landfill.

Preparation of Documents for Loan Application

Preparations of pertinent documents such as the feasibility study, the certification of borrowing capacity, a 3-year audited financial statement and other relevant document may take considerable time. At the beginning of 2007, the Development Bank of The Philippines (DBP)-KfW loan facility has approved the loan application of Passi City

Organizational Aspects

Once the project is already operational, a management structure of the landfill facilities should be instituted. The figure below shows the proposed organizational structure of the Management of the sanitary landfill facility.

The sanitary landfill and its adjoining facilities are under the responsibility of the City Mayor. The City Mayor oversees the performance of the City Solid Waste Management Board (CSWMB).. The actions of the CSWMB should be cleared/approved by the mayor. The City Mayor, in turn, as the chief executive of the City shall duly exercise his/her executive functions. The City Mayor would have to endorse policy and/or legislation concerns to the City Council for appropriate action.

The technical arm of the SWMB is the Technical Working Group (TWG) comprising the heads of the various departments of the office of the City Mayor and other groups and individuals designated by the SWMB. The TWG shall oversee the overall operations of the sanitary landfill facilities and shall have an overall administrative jurisdiction of facility’s management and staff. In order to insure the smooth and proper operations of the facility, the TWG shall conduct regular monitoring and performance review.
