Sanitary Landfill Development Plan


Planning Process

The initial layout of the proposed sanitary landfill was prepared by the consultant in cooperation with gtz-AHT STE Eng. F. Boemer, and with contributions from the members of the Technical Working Group of the Solid Waste Management Board of Passi City and the Environmental Management Bureau (EMB) of DENR, Region 6. On May 10-12, 2006 a workshop was conducted at HydroNet Consultants Office in Cebu City to discuss the various physical layout options. The consultant and the technical experts of GTZ-AHT, Engineers F. Boemer and M. Meimberg further refined the design layout.

Basic Assumptions

The planning and designing of the landfill are based on the following general assumptions.

  • The landfill site should be able to accommodate the City’s residual wastes for at least 10 years;
  • The sanitary landfill shall be designed and operated according to the requirements stipulated in the Republic Act 9003 and other applicable criteria for design and operation;
  • Waste reduction and recovery such as recycling and composting shall be done in the barangays as well as all throughout the city;
  • Segregated recyclable /re-sellable materials are collected by private sector (junk dealers); and,
  • The LGU shall strictly enforce the solid waste management program resulting in increased recovery of waste materials (i.e. recyclables) to 10 percent in 3 years, and increased composting to 20 percent in 5 years. This shall add up to a total 30% diversion rate after 5 years of landfill operation.

Based on these assumptions, alternative layouts and schemes were developed and explored. The preliminary layouts were examined with respect to basic design considerations such as capacity, stability, technical feasibility, and cost.

With due consideration of the actual topography and operational requirements of the sanitary landfill, schematic layouts of the landfill facility showing landfill cell, MRF and composting area, administration building, and other utilities and structures are shown in the figure below.

A complete set of maps and plans including landfill layout and cross sections have been prepared. These plans provide details of the original topography of the area, elevations and cross sections of the proposed landfill cells, drainage and leachate collection system, gas venting system, and the lay out of the completed landfill. The figure below shows the option being considered for the landfill lay-out. Analyses of the various factors and consideration of the different assumptions and criteria lead to the choice of an option that is most favorable for the implementation of the project.

Landfill Capacity of the Chosen Option

Due to unfavorable terrain, only 1.5 hectares shall be developed; although, the total area of the proposed landfill site is approximately 6.5 hectares. A larger part of the area falls within a slope range of more than 30 degrees, considerably limiting design options. The landfill has a total capacity of 150,000 cubic meters translating into a estimated lifespan of 15 years. Below is a breakdown of landfill area per cell and the estimated cut and fill.
